I have only seen outer rockers rusty on cars that were too far gone to even think about repairing.

inner rocker s usually rust from inside out   due to the conv top drains that  run into inner rockers .

over time rust and debris plug drains and if car sits outside slowly fills with water till it finds a way out.

 I have driven cars that sloshed when braking and accelerating.

inner rockers were not galvanised 

Top of cowl is
outer rockers
front(mustang) and rear valances on nj cars ( possibly only ones)  usually evident by paint falling off


Coupes inner rocker area is galvanized, thought verts were too. Roll Eyes Sorry, live and learn, I guess.
I've seen Ford replacement valances with paint flaking as well.

I just acquired a Carter 4201s for 1529. Any recommendations on who I should use to rebuild it?
