Hello

A follow up..

I finally got myself into the garage and tried another Tach in my.car.

Strangely it didn't register at first but then started acting normally

Pit didn't return to zero even when disconnected but I think this proves the car is wired correctly and as Bob mentioned above the first Tach must have a defect
