Does a 68 CS use the same foglight mounting hardware as the 68 Shelby?

Which brand of fog lights are you referring to? Cal Spec lights are mounted to the grille, Shelbys are mounted to the valence, so there are some slight differences.

No. They use slightly different mounting hardware. Marchal's mount to the grille a lot different, Lucas's mount on the lower grille opening panel similar to the 68 Shelby mounting.

I should have been more specific. I've seen two different CSs in the last few weeks and they have had round about 1 -1.5 inch long standoffs between the bottom of the Lucas shell and the flat grill panel. I'm assuming a bolt runs from the shell through the standoff into the panel. One owner said he didn't change them.

That would be correct for the Lucas lights.
