I just purchased a really nice HIPO Dampener, but the rubber insert has cracking in it.  I understand that it isn't visible when installed, so that shouldn't be an issue if used for concourse.  But looking at a post judging existence, I would like it to perform correctly, and have longevity.  Who are folks using lately to rebuild these things?

  Google "Damper Doctors".  They are in Californnia.  Fast turnaround.  I had then do a big block damper for me about two years ago.

damper doctors has done a couple of them for me. No complaints with quality and turnaround time .   Be sure to tell them you want the same one back ( i.e. not sending it in as a core )

I used Dale Mfg and my experience was excellent including turnaround.  Not to be confused with Dale's mfg.

Damper Doctor (John) is a couple of miles north of my shop. I've bought many rebuilt dampers from him through the years..
 No problems with quality that I have seen.
