Quick question - is there a way at to manually lower and raise the convertible top on a 68 GT350 if the power system isn't working?

Not easily done.  You would need to disconnect hydraulic lines to relieve pressure, then force it down.  It will be messy.  You could also try to remove the pin from the top of the ram, if you can get to it.
