Yes they are date coded
Its located between the oil filter and the pan rail

Blocks were date coded which was not specific to any car. There is not any specific 428CJ or SCJ casting, all 428 blocks were cast and machined exactly the same. What is unique to your car is that most blocks by 1969 would have the partial VIN stamp applied during manufacture. The VIN stamp is typically just below the cylinder head mounting surface on the left rear of the block, I.E. on the rear of #8 cylinder. There are occasional exceptions where a lazy line worker might have forgotten to do his job but 99% will have the VIN stamp.
So you should see the date code 1 - 4 weeks before the manufacture date of the car and the VIN stamp.

On a block that was assmebled for installatin in a production car, there is often an assembly date stamped into on of the bosses in the front along with the initials of the assembler.
